The Community Based Eco-tourism (CBET) project of the community forestry of Phnom Tobcheang has been defined and designed based participatory approach that inspires participation and contribution from local villagers, CFo committee, local authority and technical official. Through the process of project planning, the committee of community forestry of Phnom Tobcheang organized various consultative meetings among local villagers and relevant actors, individuals and groups to discuss and analysis and agreed on certain project related matters.
Through a various consultative meetings and project analysis, this could enable the local villagers and community groups to identify key elements of the CBET project, such as Vision, Mission, and Goal, Objectives, Outputs and Major activities to be carried out, in short term and long term. Besides this, the project analysis, gave an overview about roles and tasks of relevant actors to the project. (See stakeholder analysis). It also served to identify who is project team, who is supporting and cooperating agency, where the finance sources, who is the beneficiary groups and target clients of the project.

The community forestry of Phnom Tobcheang envisions local villagers’ rights be recognized through democratization, working together to create income generation opportunities and managing natural and environmental resources sustainably to promote Community-Based Eco-tourism (CBET) in the region
Mission
The community forestry of Phnom Tobchheang has its mission to effectively manage and protect forest resources through establishment of a working group and build the capacity of local enterprise groups to provide services on Community Based Ecotourism (CBET)
Goal
Villagers in community forestry of Phnom Tobcheang work cooperatively as enterprise group networks to improve their incomes through actively participation in delivery community based eco-tourism services and sustainable management on natural resource
Objectives
- To support the establishment of CBET service provider through encouraging potential villagers to work together to prepare service packages attracting tourists.
- To assist organize CBET’s mechanism with clear policy framework, functional structure and tasks to ensure the sustainable management and improvement of ecotourism services delivery that benefit for communities.
- To support the access to tourism information and linkage among community based ecotourism groups in the region to create a stronger support network.
